Plan: The Project Manager needs to understand the overall objectives of the project and develop a detailed execution plan including a schedule of the tasks and identification of the required resources.
Implement: Once the plan is set, the Project Manager implements the plan and ensures that each of the project team members understands their roles and responsibilities on the project and the targeted completion dates for their assigned tasks.
Control: As the project unfolds, the Project Manager needs to closely monitor progress of the tasks at hand to ensure that activities are completed on time and within budget.

Procurement Management
Effective procurement of goods and services on a project is usually a critical component in realizing a successful project. The process is initiated by developing a procurement strategy that outlines the approach that will be followed by team members when sourcing goods/services. The decision to follow a request for tender/proposal process, or to pursue a partnership, consortium or joint venture approach, are key elements in the development of the procurement strategy. This document, once developed, sets out the road map for the key procurement activities on a project.
For effective procurement management to take place, emphasis must be placed in the execution of the following principal tasks:
Bid Process: Request for quotation/tender/proposal documents need to be clear and concise. The scope of work must be properly prepared such that bidders understand the product/service being sought. Finally, the complete bid package must be checked to ensure that there is consistent use of language and terminology throughout the complete document.
Negotiation Process: The negotiating strategy needs to be developed on a package-by-package basis. Depending on the ultimate number of bids received, and the specific bidders that responded to the inquiry, the negotiating strategy may be revised to secure the best deal possible for the client. Negotiating a successful contract must be thoroughly strategized if it is to be achieved; it does not simply happen by accident.
Contract Administration Process: Deliverables under each contract need to be monitored for timely submission. If a project falls behind schedule, this is usually associated with late deliverable submissions from key suppliers/contractors.
