<p> GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR</p>
<p> BACKGROUND<br />The US Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A) provides aviation support, under Chief of Mission (COM) authority, to meet transportation and/or Foreign Assistance Aviation Program requirements. Aviation support includes fixed and rotary wing travel in support of COM personnel to multiple domestic and international locations. Flights, known as Embassy Air, originate from multiple hub locations, service numerous airfields, and helipads/heliports.</p>
<p> In addition to air transportation missions, Embassy Air may be required to perform rotary wing security operations in support of COM personnel ground movements, reconnaissance missions, Search and Rescue (SAR) missions, Quick Reaction Force transport, interdiction missions and medical evacuations.</p>
<p> Embassy Air uses a mixed fleet of fixed and rotary wing aircraft to accomplish its mission. Aircraft perform their missions anytime, day and night, as well as under visual and instrumental meteorological conditions. Some missions, supporting the US Mission require 24-hour a day aircraft and crew availability. Additionally, INL/A assumes responsibility for the management of designated Life Support Areas (LSAs), Embassy Landing Zones, and other aviation facilities.</p>
<p> PURPOSE<br />This personal services contract (PSC) provides for an Aviation Operations Director (AOD) for US Embassy Air missions. The Director serves as the senior in-country aviation advisor and provides program implementation, direction, mission execution, contract oversight, compliance, and evaluation in support of all DOS funded aviation transportation services. The Director serves in two broad roles as the 1) AOD and 2) Government Task Monitor (GTM). As the AOD, the Director is responsible for overall management, coordination, and execution of aviation resources under INL/A contracts. The GTM, in conjunction with subordinate Aviation Advisors, monitors and evaluates aviation support contractor performance in all aviation functional areas, to include operations, maintenance, safety, and logistics through performance of oversight duties ensuring contractor compliance with INL/A standards of performance.</p>
<p> RELATIONSHIPS<br />The Director works under the direct supervision of the Assistant Chief of Mission or his/her designated Federal representative; however, the individual exercises wide latitude for independent action by initiating projects and executing approved new programs under general supervision. The Director coordinates directly with the INL/A staff in performance of contract oversight, compliance, and issuing direction to the aviation support contractors to ensure compliance with INL/A policies and procedures and USG mandated regulatory guidance for Federal Aviation programs. In conjunction with subordinate Aviation Advisors, the Director performs oversight duties at all INL/A contractor locations.</p>
<p> DUTIES AND RESPONSIBILITIES:<br />1. Provide oversight and guidance to fixed wing and rotary wing operations, maintenance, and logistics to ensure efficient and safe support for Post&#8217;s need; <br />2. Interface with respective embassy stakeholders to ensure support for their respective aviation missions<br />3. Draft Post aviation standard operating procedures (SOPs) and other post documentation pertaining to the Embassy Air program <br />4. Optimize passenger scheduling to ensure maximum aircraft utilization<br />5. As directed, act as the Post Aviation Officer; interface with other agencies and departments, such as UN organizations, Department of Defense (DOD) , and host country officials, in the coordination of actions to further Post objectives <br />6. Perform oversight and evaluation of contractor operations, maintenance, logistics, and safety programs. Oversight includes, but is not limited to, ensuring compliance with INL/A policies/procedures/directives, reviewing and recommending approval of waivers to published directives, authorizing use of program aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency <br />7. Submit regular written reports of contractor performance and activities to INL/A and provide comprehensive monthly award term input to the Contracting Officer&#8217;s Representative (COR) regarding contractor performance<br />8. Direct and coordinate aircraft and personnel deployments in support of COM<br />9. Act as a point of contact for facilities construction and O&amp;M facility support coordination in support of aviation operations <br />10. Manage Embassy Landing Zone and aviation hubs<br />11. Develop, coordinate, organize, implement, and ensure compliance with comprehensive operational systems and procedures in support of Post&#8217;s aviation missions; compliance documentation for operational systems and procedures include, but are not limited to, the DOS Aircrew Training Program, Aviation Operations Directives, Guide to Aviation Training and Standardization, Aircrew Training Manuals, Safety Directives, INL/A approved maintenance and logistics procedures, and INL/A and country-specific SOPs <br />12. Develop operational tactics and new training procedures (in conjunction with INL/A and contractor staff); this includes, but is not limited to, night vision goggle (NVG) operations, helicopter employment tactics, fixed wing passenger and cargo operations, rules of engagement, and aerial gunnery <br />13. Serve as a Government Task Monitor; provide operational direction and guidance to contract personnel; prioritize allocation of contractor efforts and workload to meet post requirements, assess contractor manning by skill level against contract requirements, recommend modifications as needed, plan work, set, and/or negotiate deadlines and completion dates, review and accept/reject final work, and evaluate contractor performance per the Aviation Support Services contract Quality Assurance Surveillance Plan<br />14. Delegate work to subordinate aviation advisors based on priorities, assignment difficulty, and employee capabilities; provide advice and instruction on technical and administrative matters; identify developmental and training needs, determine ways to improve work quality, and enhance overall performance standards for both USG and contractor personnel <br />15. Collect, review, and disseminate data on aviation tactics, techniques, and employment; frequently liaise with INL/A, DOD, DOS, Diplomatic Security, other US Government (USG) agencies, and the US Federal Aviation Administration (FAA) to keep abreast of current policies, procedures, and rules pertaining to aviation operations</p>
<p> MINIMUM REQUIREMENTS:<br />1. US Citizen, able to obtain/maintain a DOS security and medical clearance <br />2. Designation as a Military aviator or a minimum of ten (10) years commercial aviation management experience, including experience in a hostile environment with threats to aircraft and ground personnel <br />3. Senior level management experience in a medium to large size aviation organization, government, civil, or military, with experience dealing with diverse stakeholders with differing goals <br />4. Demonstrated experience coordinating programs within the interagency or international community <br />5. Demonstrated knowledge of US FAA regulations, including, but not limited to, the Federal Acquisition Regulations (FAR) Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830 <br />6. In-depth knowledge of fixed and rotary wing aircraft tactical employment in aviation operations, including knowledge of INL/A aircraft capabilities, limitations, and techniques<br />7. Broad knowledge and experience in formulating plans and policies pertaining to operations and unit level flight training activities; basic knowledge of command communications, government intelligence procedures, and flight operations procedures <br />8. Specialized skill in operating an aircraft as a pilot<br />9. Demonstrated proficiency in Microsoft Office Suite</p>
<p> PREFERRED KNOWLEDGE AND SKILLS:<br />1. Knowledge of USG contract administration procedures <br />2. Successful completion of a military or civil senior officer/manager training program<br />3. Basic knowledge of the FAR<br />4. Previous experience within the DOS, serving in an embassy, or in a joint or combined staff in the US military</p>
<p> COMPLEXITY:<br />1. Analyze all facets of aviation operations management and involve a fleet of fixed wing and rotary wing, tactical and transport aircraft, which function within an integrated program of diverse airlift, including Security Operations, Quick Reaction Force operations, interdiction operations, Search and Rescue Operations, and intra and inter-theater aviation operations <br />2. With subordinate aviation advisors assistance, provide oversight, guidance, and direction to contract personnel flying and supporting aircraft; the Director applies specialized and professional knowledge to supervise flight standardization, aviation maintenance and logistics, and aviation and ground safety<br />3. On a daily basis, interface with DOS officers and prepare written correspondence and briefings for senior Foreign Service officers on request <br />4. Perform continuous analysis of interrelated issues with the purpose of improving aviation operations efficiency and safety in support of Embassy missions.</p>
<p> PHYSICAL DEMANDS:<br />Work is physical and sedentary in nature and involves activity at the main and field locations. Physical exertion and dexterity is a possibility. The Director must possess the ability to perform fieldwork independently in remote areas for extended periods without assistance. The use of Personal Protective Equipment is a frequent occurrence.</p>
<p> WORK ENVIRONMENT:<br />Primarily, the Advisor works in an office or aircraft hangar with some travel in the field for meetings, conferences, activity reviews, field inspections, and program evaluations. The Director is in significant risk when servicing in field sites declared hazardous duty locations by the DOS due to hostile activities of armed groups.</p>
<p> EVALUATION CRITERIA:<br />Factor 1: Aviation Program Officer &#8211; 25%<br />Offeror&#8217;s ability to: <br />a. Interface with Embassy officers and stakeholders to assist, define, and clarify aviation requirements; assist in allocating of resources and identifying needs to meet requirements, aid in prioritizing requirements, and manage aviation fleet centrally to meet requirements safely and efficiently<br />b. Represent post management, as directed, with other USG agencies, host nation representatives, or international organizations to ensure the accomplishment of USG goals <br />c. Develop, coordinate, organize, and implement comprehensive operational systems and procedures in support of Embassy Air Missions and post requirements</p>
<p> Factor 2: Contract Oversight &#8211; 25%<br />Offeror&#8217;s ability to:<br />a. Perform oversight and evaluation of contractor performance in all functional areas, to include ensuring compliance with policies/procedures/directives, review and recommend approval of waivers to published directives, authorize use of aircraft, review contractor flight operations procedures, and monitor contractor pilot proficiency <br />b. Provide operational direction and guidance to contractors in the execution of all aviation operations that comprise the mission set; approved by INL/A<br />c. Prepare and coordinate periodic reports, both orally and in writing</p>
<p> Factor 3. Develop Operational Tactics, Techniques, and Procedures &#8211; 25%<br />Offeror&#8217;s ability to:<br />a. Develop operational tactics and new training procedures for emerging mission sets approved by INL/A<br />b. Develop non-tactical passenger and cargo handling systems to sustain and improve service to stakeholders</p>

COMPENSATION<br />For award, INL will negotiate for this contract based on the following:<br />&bull; Entry-level salary is at Step 1 of the grade range assigned to solicitation<br />&bull; Consideration given for experience relevant specifically to the solicitation requirements<br />&bull; Level and extent of experience dictates the salary level within the grade range</p>

<p>The DEA Hazardous Waste Section is seeking information from potential sources for emergency response, transportation, and disposal services, in accordance with the attached Statement of Need. <p><strong><span style="text-decoration: underline;">PLACE OF PERFORMANCE <br /></span></strong><br />The primary place of performance is anticipated to be various domestic DEA locations nationwide. See below Statement of Need for specific locations. </p>
<p><strong><span style="text-decoration: underline;">STATEMENT OF NEED <br /></span></strong><br />The DEA&rsquo;s primary responsibility is for enforcing the Controlled Substances Act. As part of this primary responsibility, DEA becomes the generator of hazardous waste seized at clandestine drug laboratories and hazardous waste generated by DEA forensic laboratories or other DEA waste-generating activities; therefore becoming responsible for the compliance with Federal, state and local regulations pertaining to its management. DEA is also responsible for funding the cleanup and disposal of state and local hazardous waste seized at clandestine drug laboratories, and the transportation and disposal of state and local waste that has been packaged and stored at various Authorized Central Storage (ACS) sites throughout each contracted state. </p>
<p>DEA has a need to secure the services, based on the best value to the government, of one contractor in each state of Alabama, Arkansas, Florida, Illinois, Indiana, Kansas, Kentucky, Michigan, Mississippi, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, Tennessee, and Virginia. A certified/qualified contractor is needed to (1) perform emergency response, cleanup and disposal services of hazardous and non-hazardous waste encountered at clandestine drug laboratories; (2) pickup, transport and dispose of hazardous and non-hazardous waste stored at state and local ACS locations; and (3) provide certification training for the proper packaging and transporting of hazardous waste associated with DEA&rsquo;s ACS programs. </p>
<p>The best value Contractor will properly manage and perform the &#8220;duties of a generator&#8221; to include hazardous material (HazMat) emergency response, hazardous waste characterization, lab packing, and/or transportation and storage of hazardous material or hazardous waste seized by Federal, state, and local law enforcement agencies at clandestine drug laboratories, generated by forensic laboratories, mobile laboratories, training exercises, or by other waste-generating activities authorized by DEA. The proper management and destruction of these wastes must be performed in manner that ensures the waste is destroyed in accordance with all applicable Federal, state and local laws and regulations at an Environmental Protection Agency (EPA) permitted incinerator facility. All waste must be incinerated in a manner that renders the waste unusable and impossible to recover. </p>
<p>In general: </p>
<p>The Contractor shall have a 24 hours per day, seven days per week, 365 days per year, capability for responding to a clandestine drug laboratory site with enough trained personnel, equipment and material to perform the required level of effort without delay and within the specified response times. </p>
<p>The Contractor shall utilize only those employees who have had current training that meets the pertinent requirements of OSHA, EPA, DOT and any other applicable federal, state, or local training requirements to perform the services indicated within the Statement of Need. </p>
<p>The Contractor shall have the capability and level of expertise to provide the certification training for law enforcement personnel to properly characterize, lab-pack, and transport hazardous waste to and from the ACS sites in accordance with all applicable Federal, state and local laws and regulations. </p>
<p>The Contractor shall have the appropriate type and number of transport equipment at an authorized removal site at the required time to ensure that the departure from the site is not delayed. </p>
<p>All motor vehicle operators designated and/or tasked to transport material or waste per the statement of need shall obtain a State-issued hazardous material endorsement to his/her commercial driver&rsquo;s license in accordance with 49 CFR 383.93. </p>
<p>The Contractor shall provide a secure storage area that meets all Federal, state, and local requirements for storage of all hazardous waste or hazardous material. The area where DEA waste or material is accumulated must be protected from weather, fire, physical damage and vandals and/or theft. </p>
<p>The Contractor shall have all applicable, current permits, licenses, training certificates and other forms of required documentation to perform the services indicated within the Statement of Need. </p>
<p>The Contractor shall have the capability or means to incinerate all waste, other than compressed gas cylinders, appliances, and scrap metal, in accordance with all Federal, state, and local laws and regulations and the facility&rsquo;s operating permit requirements to include the ability to provide a Certificate of Destruction (CD) for each waste incinerated/disposed. </p>
<p><strong><span style="text-decoration: underline;">REQUIREMENTS </p>
<p></span></strong>Refer to the attached Statement of Need for details. All responses must be able to perform all items articulated in this notice. </p>
<p>Interested vendors possessing the required capabilities should respond by providing the Government the following information: </p>

<p> GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR:</p>
<p> Background<br />The Narcotics Affairs Section (NAS) in El Salvador implements programs funded by the Department of State (DOS) Bureau for International Narcotics and Law Enforcement (INL), Office of Western Hemisphere Programs (INL/WHP). INL is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for DOS. The Bureau&#8217;s Model Precinct and Community Police Advisor (MPCPA) in El Salvador oversees the country&#8217;s Community Police Initiative programs in Central America.</p>
<p> Purpose of the contract<br />The MPCPA will serve as the on-site expert on a full range of issues related to managing the Model Precinct project, with the stated objective of assisting the National Police of El Salvador implement &#8220;best practices&#8221; for reducing gang-related crime and violence within targeted communities. The Advisor will coordinate Community Police and Model Precinct programs with INL&#8217;s Regional Gang Advisor (RGA) and other Police Advisors, as well as Command level officials in the Salvadoran National Police.</p>
<p> The MPCPA will provide technical law enforcement expertise, policy guidance, technical assistance, and training on behalf of INL in support of host-nation efforts to improve community-policing techniques and reduce gang activity within targeted communities. The MPCPA will provide significant input in strategic planning and development of future Model Precinct projects in El Salvador.</p>
<p> Relationship<br />The Advisor will receive direct supervision from the INL Coordinator, and assignments and direction from the NAS Director and the Embassy Front Office. The Advisor will work in partnership with NAS personnel.</p>
<p> Duties and Responsibilities<br />a. Review the organizational and operational capacities of the various elements of El Salvador&#8217;s National Civilian Police (PNC), including its working relationships with the Ministry of Public Security and the Ministry of Education, and in consultation with the RGA and the Corrections Advisor, develop a plan of assistance that will promote effective community policing practices.<br />b. Establish collaborative partnerships in the community between the PNC and the individuals and organizations they serve to develop solutions to problems and increase trust in the police. <br />c. Assist the PNC in developing best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools.<br />d. Initiate and coordinate neighborhood crime watch programs. <br />e. Assist the PNC in developing best practices to implement, oversee, and coordinate best practices for achieving the goal of crime reduction at the precinct or higher level.<br />f. Identify training needs of the Model Precinct&#8217;s personnel by proposing training options and searching available courses in Central America or the U.S.<br />g. Ensure model precinct projects are in accordance with the objectives and terms established in the Letter of Agreement, the INL Gang Initiative Work Plan, or similar document. <br />h. Advice and assist in procuring technical services, training, and commodities, as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of items procured. <br />i. Prepare quarterly and annual reports of the project&#8217;s progress.<br />j. Prepare an annual strategic plan for the model precinct project.<br />k. Attend meetings with U.S. and host government officials as requested, including the regional working group meetings.</p>
<p> Complexity<br />The work involves managing and providing technical expertise on a number of different assignments to various offices and stakeholders. The ability to perform complex analysis is essential in coordinating community police initiatives to manage INL objectives.</p>
<p> Scope and Effectiveness<br />The Advisor will perform broad and extensive assignments related to programs spanning the full-range of issues for managing INL-supported Model Precinct projects with the stated objective of assisting the PNC implement &#8220;best practices&#8221; for reducing gang-related crime and violence within targeted communities.</p>
<p> Personal Contacts<br />The Advisor will work closely with INL, U.S. law enforcement personnel, Embassy personnel, host government officials (including the Director of PNC) and others.</p>
<p> Minimum Qualifications<br />1. US Citizen, able to obtain/maintain a Department of State security and medical clearance.<br />2. Bachelor Degree in Criminal Justice or related field from an accredited institution and 15 years of local law enforcement experience. <br />3. Demonstrate relevant work experience and/or 5 years at a management level, particularly in the areas of law enforcement program management, training, and problem-solving methodologies.<br />4. Five (5) years of second-line (or higher) supervisory/management experience at a precinct or equivalent level in a mid-size or larger municipal police department, (i.e. serving a jurisdiction with a population of 200,000 or more).<br />5. Spanish Language capability at the 3/3 level (good working knowledge). <br />6. Demonstrate communications and liaison skills appropriate for work with a wide variety of government, public, and private sector representatives, as well as with local community members and groups.<br />7. Ten (10) years of experience in managing program resources, including project analysis, design, implementation and evaluation. <br />8. Proficient in Microsoft Office Suite <br />9. Physically able to work and travel in the region, including remote and rural areas. <br />10. Ability to complete the Foreign Service Institute (FSI) Contracting Officer&#8217;s Representative (COR) course successfully within 120 days arrival at Post.</p>
<p> Evaluation Criteria<br />Factor 1 Oversight (30 points)<br />Offeror&#8217;s relevant experience in planning and developing law enforcement strategies and programs for crime reduction, and ability to coordinate with host country civilian and police officials, and donor community.</p>
<p> Factor 2 Development/Implementation (30 points)<br />Offeror&#8217;s capability to serve as role models for taking risks and building collaborative relationships to implement community policing; using the position to influence and educate others about it. Demonstrated ability to constantly emphasize and reinforce community policing vision, values, and mission within their organization and support and articulate a commitment to community policing as the dominant way of doing business. Demonstrated capacity to identify and coordinate training needs for the police officers serving in the community.</p>

<p>The Naval Medical Logistics Command requests responses from qualified sources capable of providing a toll free number as per the below Statement of Work:</p>
<p>Statement of Work (SOW)<br />VANITY 1-2-3<br />1. BACKGROUND: <br />NAVMISSA is Navy Medicine&#8217;s center for Information Management and Information Technology (IM/IT). NAVMISSA&#8217;s mission is to provide and coordinate the operation and centralized control of integrated automated information systems (AIS) on a world-wide basis, as directed by the CIO BUMED and higher authority; to cooperate with other government agencies in AIS matters; and to collect, analyze and provide health care and other related data in support of the Naval Medical (NAVMED) department requirements.<br />2. SCOPE:<br />This statement of work is for the procurement of a vanity 1-800 number to include: one (1) 1-800 number that can be ported to any number of NAVMISSA&#8217;s choosing and is transferable upon request.</p>
<p> It is understood that this vendor is not responsible for setting up &#8220;hunt-lines&#8221;, but only to provide the requested 1-800 number and port (&#8220;piggy-back&#8221;) the number when requested by NAVMISSA&#8217;s IT Department Head. The vendor will also provide an online account for tracking purposes as well as the ability for NAVMISSA IT department to switch the number themselves.</p>
<p> Limits on the 800 number will only be bound by the limits of the local number that it is ported to. (i.e. number of hunt lines and connectivity). The service of the actual 800 number will not lessen whether it is a &#8220;Hard-Line&#8221; or a VoIP number that it is ported to.</p>
<p> After the initial fee, the number will be the property of NAVMISSA; this is not a leased number.</p>
<p> 3. REQUIREMENTS: <br />&bull; The contractor shall provide the 800 number as well as any assistance (when needed) with porting and transferring the 800 number to phone numbers of NAVMISSA&#8217;s choosing.</p>

<p> INSTRUCTIONS TO OFFERORS:</p>
<p> Offerers shall provide sufficient technical documentation (including but not limited to: product literature, specifications) to allow for a thorough evaluation of the proposal. Additionally, the vendor shall fully explain their ability to meet all the requirements above.</p>
<p> Quote shall specify the Total Price. Adequate competition is anticipated for this acquisition. The government anticipates award of a Firm Fixed Price contract. Offerors shall submit firm-fixed pricing for all above requirements. Include commercial price lists and if applicable, any FSS numbers and pricing. Include any applicable discounts to the Government.</p>
<p>EVALUATION CRITERIA:</p>
<p> The Government will award a contract resulting from this solicitation to the offeror whose submission, conforming to the solicitation; will be the most advantageous to the Government. The offeror&#8217;s initial proposal shall contain the offeror&#8217;s best terms from a price and technical standpoint. Award shall be made on the basis of the lowest evaluated price meeting or exceeding the non-cost factor (technical conformance to the requirements of the solicitation). Evaluation of price will be based on the offeror&#8217;s total price for all line items. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13). Past Performance is not an evaluation factor for this acquisition.</p>
<p>The Government intends to evaluate offers and award a contract without discussions, but reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government reserves the right to make no award as a result of this solicitation. A Technical Evaluation Panel will evaluate all technical quotes based on the documentation provided. The evaluations will be based on the evaluation criteria set forth below. </p>
<p>1. Technical Features Meeting/Exceeding Minimum Requirements</p>
<p> The offeror shall submit a proposal that meets the requirements as stated in the above SOW.</p>
<p> 2. Price (all CLINs shall be priced)</p>
<p>I. Completeness. The offeror has submitted CLIN total price and total contract price and acknowledged any amendments.</p>
<p> II. Reasonableness. The Government&#8217;s determination that the proposed price is fair and reasonable based on price analysis. The degree to which the offeror&#8217;s proposed price represents a fair and reasonable price will be evaluated using the techniques in FAR 15.305(1), which provides that comparison of the proposed prices will usually satisfy the requirement for price analysis.</p>

<p> NESDIS manages NOAA&#8217;s operational geo-stationary and polar-orbiting environmental satellite programs.  Their objective is to provide the spacecraft, launch services, and ground systems necessary to maintain the uninterrupted flow of remotely-sensed environmental data required to protect life, property, the environment, and to promote economic well-being.  NESDIS is responsible for defining user requirements and the development of conceptual/detailed engineering design of future satellite systems to meet those requirements.</p>
<p> The National Oceanic &amp; Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS) mission is to provide and ensure timely access to global environmental data from satellites and other sources to promote, protect, and enhance the Nation&#8217;s economy, security, environment, and quality of life. NOAA/NESDIS acquires and manages the Nation&#8217;s operational environmental satellites, provides data and information services to numerous end users, and conducts related research.</p>
<p> NESDIS is actively looking at ways to strengthen its satellite programs and better fulfill its mission. To this end NESDIS initiated internal and external review teams to analyze its organization and recommend steps to achieve more successful satellite programs. These teams issued recommendations and NESDIS has taken a number of steps to strengthen both the satellite and data management sides of the organization, specifically increasing emphasis on systems engineering and common ground services, as well as consolidating the three NESDIS data centers.</p>
<p> One step NESDIS is taking is to create an Office of Satellite Ground Services (OSGS) which will provide a Service Catalog developed using projects end products such as the common ground Level 0 and Level 1 requirements definitions, documented &#8220;as-is&#8221; architecture, defined &#8220;to-be&#8221; architecture states (intermediary to end state), &#8220;to-be&#8221; transition plans, etc.  NESDIS is also taking steps to develop a Governance framework using these same end-products.</p>
<p> To assist NESDIS with the steps to strengthen the satellite programs, a contractor skilled with in-depth expertise in systems engineering as an independent reviewer is needed to support the strategic and transition planning to develop a NESDIS common ground services.</p>
<p>2TASK OBJECTIVE STATEMENT</p>
<p> 2.1System Engineering Independent Review Service Requirements</p>
<p> The contractor shall provide System Engineering and Architecture Independent Review support/services including but not limited to:<br />Review Preparation</p>
<p>&bull;Coordinate with Strategic and architecture Transition Team (SAT) on review agenda and activities<br />&bull;Coordinate with SAT to support review agenda, timing, duration, and content<br />&bull;Coordinate with the SAT and NOAA/NESDIs/NASA organizations in identifying appropriate review team members<br />&bull;Support SAT Review Chair or project as ground systems experts<br />&bull;Support peer reviews and SAT reviews via telecom or travel as required<br />&bull;Review of Project-provided materials in advance (as available)</p>
<p>Participation in and Travel to all Reviews</p>
<p>&bull;Conduct and/or attend reviews as scheduled (tentatively every 3 months)<br />&bull;Exercise recognized management and technical leadership in ground systems formulation and implementation as designated review board expert<br />&bull;Prepare and submit Requests for Action (RFA&#8217;s) during reviews<br />&bull;Travel to location of reviews</p>
<p> Post-Review Activities</p>

<p> In accordance with the Contract, the Contractor shall provide the following deliverables as required:</p>

<p>4PERIOD OF PERFORMANCE</p>
<p> The Period of Performance for this Task Order shall be one base year with one six-month option period.</p>
<p> Base Period: June 6, 2013 to June 5, 2014</p>
<p> Option Period I:  June 6, 2014 to December 5, 2014</p>
<p>5PLACE OF PERFORMANCE</p>
<p> The Contractor shall perform the services specified within this Task Order primarily at the NOAA Silver Spring and Goddard locations but possible other locations at the Government&#8217;s direction. The contractor personnel may also travel to locations external to these locations in order to participate in meetings and to perform other tasks associated with this Task Order.  The hours of operation are 8 am to 5 pm, Monday through Friday, excluding Government legal holidays days.  The reporting time for Contract personnel shall be mutually agreed upon.</p>
<p>6LEVEL OF EFFORT</p>
<p> The level of effort is estimated as one FTE for both periods of performance.  Resume may be requested for this position and is considered Key Personnel; any changes shall be in accordance with Clause 1352.237-75, Key Personnel.</p>
<p>7SKILL REQUIREMENT</p>
<p> The Contractor shall provide one FTE independent reviewer support and must have expertise in Ground System Engineering with specific discipline and prior experience supporting NASA/NOAA mission Command and Control Systems, Data Processing Systems, Ground Stations, terrestrial network, network and ground system security, mission operations, ground system integration and testing, algorithm development, flight software development, ground system safety and mission assurance.</p>
<p>8TRAVEL</p>
<p> The performance of this task may require local travel and is included on a not-to-exceed basis.  Travel will be authorized in accordance with the Federal Acquisition Regulation (FAR) Part 31.205-46 (2) (i), Federal Travel Regulations.  Travel regulations can be found at:<br /> <a href="http://www.ofa.noaa.gov/~finance/travel1.htm." >http://www.ofa.noaa.gov/~finance/travel1.htm.</a>  All travel must be pre-approved by the COTR and shall be reimbursed in accordance with the Federal Travel Regulations. <p> 9CONTRACTING OFFICER&#8217;S TECHNICAL REPRESENTATIVE AND TECHNICAL MONITOR</p>
<p> DEFINED AT AWARD</p>
<p> 10CONTRACTOR ELIGIBILITY ON FUTURE SOLICITATIONS</p>
<p> To fulfill this statement of objectives, the contractor may be required to develop technical and/or acquisition documents that may contain sensitive procurement information.  Access or knowledge of this information may limit the contractor&#8217;s eligibility to propose on future solicitations issued by the Government that are directly related to this statement of objectives.  As a result, the contractor may be unable to propose on future solicitations unless the contractor can clearly demonstrate and justify that it has sufficient administrative, operational and/or technical controls in place to effectively contain and firewall its employees from those that are selected to accomplish this work.  This restraint is imposed to avoid any circumstance of unfair advantage or potential bias that may arise and jeopardize the procurement process for future solicitations.</p>
<p> Contractor employees will be required to sign a Non-Disclosure Agreement.</p>
<p>11IT SECURITY</p>
<p> The contractor must comply with the DOC, NOAA and NESDIS IT Security policies and procedures.  The Government will supply hardware and software necessary to perform the work required by this statement of objectives.</p>
<p> The contractor shall comply with the IT Security requirements of the Department of Commerce as outlined in Commerce Acquisition Regulation (CAR) 1352.239-72, Security Requirements For Information Technology Resources (April 2010), except that development of a Security Accreditation Package in accordance with CAR 1352.239-72, section (i) is not required.</p>
<p> In addition, personnel shall be screened in accordance with the requirements for Moderate Risk contracts as specified by CAM 1337.70 section 2.2; specifically, in accordance with CAR 1352.237-70, Security Processing Requirements-High or Moderate Risk Contracts (April 2010).  Any access by contract personnel who are Foreign Nationals shall be in accordance with the requirements of CAR 1352.237-73, Foreign National Visitor and Guest Access to Departmental Resources (April 2010).</p>

<p>Description: Contractor shall completely prepare site and furnish labor and materials and perform work for Relocate Sterile Processing &#038; Distribution (589-321) as required by drawings and specifications at the Harry s. Truman Memorial Veterans Hospital (HSTMVH), Columbia, MO. Work includes, but is not limited to furnishing of all labor and materials to construct a new sterile processing department (SPD) in a shelled out space and relocate the existing SPD to the new SPD location. Relocation of the existing SPD includes relocation of equipment as identified in the drawings and specifications. Construction trades include architectural, structural, plumbing, sanitary, mechanical, excavation, electrical, and elevator construction. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between $5,000,000 and $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220(General Construction Contractors), with a small business size standard $33.5 million. The estimated completion period for this work is 365 calendar days after notice to proceed.  This completion period includes final inspection.  Award will be made utilizing the Best Value with Trade- Offs Source Selection Process in accordance with Federal Acquisition Regulation Part 15.
